The information shared below is information directly from HHS about this bill being put into action. Texas Doula Association worked with HHS to help with guidance as far as requirements for the doulas. We wanted to ensure multiple pathways for requirement and it did not focus on just one organization.

We understand that this bill is a baby step into getting doulas covered by Medicaid. We are learning with you all and hoping this bill will give doulas in Texas a chance to have some of their expertise covered under Medicaid.

We want to note this bill does not cover doula work and services, this is to add doulas as case managers. You will be doing work that should be synonymous with the doula information you give to your clients. We have yet to confirm the duties the doulas will be doing as of yet.

“Dear Doula Orgs,

The 88th Texas Legislature passed House Bill 1575, related to creating new nonmedical needs screening requirements and new provider types for Medicaid case management for Children and Pregnant Women (CPW) services.

As required by House Bill 1575, two new provider types, doulas and community health workers (CHWs) are being added to the CPW program to supplement the number of available case management providers for Medicaid members.

We are pleased to announce the upcoming implementation of these new Medicaid provider types who will be eligible to begin training as case managers this summer.

Please note, the technology changes needed to allow for the enrollment and claims processing by these new provider types are targeted for completion fall/winter 2024.

However, this is a great opportunity to complete the training requirements prior to the enrollment period.

The core case management training consists of two half-day sessions and, although instructor-led, is delivered virtually. This course will bolster your role as CPW case managers and will assist you in determining the appropriate referrals to services for pregnant women and children.

The course times below are Central Time (CT):

July 30 th and 31 st - 9:00a.m. to 12:30p.m.

August 21 st and 22 nd - 9:00a.m. to 12:30p.m.

Additionally, there are other required self-paced courses that will need to be

taken before the two-day training.

These courses will expand your understanding of the CPW program and prepare you for the next steps. The credentialing criteria for doula participation as a case management provider in the CPW program has been finalized. The following chart indicates the criteria that will be required when enrolling as a doula CPW Medicaid provider.

A doula case manager can choose one of two pathways to qualify for participation 1. Doula Experience or 2. Doula Training. Both must meet the “general requirements for CPW case managers”

If you are interested in learning more, there is a pre-planning process conducted by a Department of State Health Services (DSHS) Regional Liaison. These liaisons are experienced in providing services for CPW recipients and they can answer any questions you may have.

Course Title: Case Management for Children and Pregnant Women Training

Total Number of Hours: 9.5

Methodology: Self-paced courses total two and a half (2 ½) hours (2 of those hours include continuing education credit). The instructor-led/virtual course is seven (7) hours.
